Olivier Giroud and Alvaro Morata have misfired so far this season. Michy Batshuayi, meanwhile, is on loan at Valencia.
France international Giroud got the nod against Fulham last week but underwhelmed.
Wise says the ex-Arsenal ace should be given another chance to impress against Manchester City – but fresh ideas are needed.
“Giroud and Morata are very different players,” Wise explained.
“Morata is a confidence player, he’s an excellent finisher, whereas Giroud holds the play up far better.
“Against Man City, you want someone who’s going to get hold of the ball and keep possession, so for me Giroud starts.”
Wise reckons Maurizio Sarri should have splashed out on a new forward in the summer.
Sarri bolstered his midfield options and replaced Thibaut Courtois with Kepa Arrizabalaga.
However, Wise insists the Italian should have been contacting Leicester about Vardy.
“I would’ve looked to bring in a third striker over the summer, someone who guarantees goals,” Wise, speaking as he launched the inaugural Sportsperson with a Personality Awards sponsored by kwiff, said.
“You’re not going to get Aguero, you’re not going to get Kane, but for me there’s a third option in Jamie Vardy.
“He’s a natural goalscorer in a team that doesn’t create loads of chances, I think he’d be fantastic in the Chelsea side.”
The Blues have been linked with Inter Milan sensation Mauro Icardi.
Icardi was the second top scorer in Serie A last season, scoring 28 goals in 34 league appearances.
He has been in fine form again this term, having already scored nine goals in all competitions.
ESPN FC pundit Paul Mariner says Icardi would be a clear upgrade on the strikers Chelsea already have.
“We’ve banded on about Morata, I think what Chelsea are doing is they are exploring their options,” Mariner said.
“Can they get Icardi? Will they want to sell him? I wouldn’t want to sell him.
“So would it be a good move? I’m not quite sure.
“Sarri knows way better than I do whether he would fit into Chelsea and fit into the Premier League.
“He’s a goalscorer, he puts the ball in the back off the net for fun.
“So, I like Morata, I’ve been banging the drum for him.
“But I’m going to say that would be a good move for Chelsea.”
