Both Lukaku and Sanchez have struggled to impress under Mourinho this season.
Sanchez is a shadow of the player he was during his time at Arsenal, while Lukaku is without a goal in his last 10 appearances.
The pair were benched for the Manchester derby defeat on Sunday afternoon after picking up injuries.
Mourinho opted to start Anthony Martial, Marcus Rashford and Jesse Lingard in the 3-1 defeat at City.
And former Red Devils star Berbatov says Mourinho’s best front three is Martial, Lukaku and Rashford, adding there isn’t a place for Sanchez in the attack.
“My ideal front three at the moment is, Anthony Martial, he is number one for me, he is a player who has everything,” Berbatov told the Daily Mirror.
“I like Marcus Rashford as well, so both those players on the sides of the wings.
“I like Lukaku, no matter what harsh judgement he gets, he’s a good player, he’s powerful and quick but he needs more support.
“It’s easy to criticise and judge but he needs support give him a push to boost his confidence.
“Martial on the right, Marcus Rashford on the left and Lukaku up front. But you know, I’m not the coach.”
On Lukaku’s struggles this season, Berbatov added: “Every player has their doubts in their self but they need support.
“All the players are human beings and need more support to bring their confidence up.”
Speaking after United’s defeat against City, Mourinho revealed his side are mentally and physically tired.
He said: “The third goal kills us and again, it is a mistake.
“But it’s a mistake that, as I was explaining in the press conference, for me the physical fatigue and the mental fatigue – they lead to mistakes.
“My players, they were tired. They were tired physically, they were also tired mentally and when I say that ‘mental fatigue’ you need to be in this game and in other high-level sports to know what it is.
“The concentration of the big matches – they dry you, you are dry inside. And to be again ready for another big match is not easy.”
