AC Milan, Porto and clubs from China and Turkey have shown interest but have still to make firm bids.
Fellaini is also on a lucrative wage following his contract renewal last year.

But under Ole Gunnar Solskjaer, United have deployed teams packed full of pace and dynamism perhaps lacking in the Belgian player.
United have also revived talks over talented Norwegian prospect Isak Hansen-Aaroen.
Fellaini has struggled for game time since Ole Gunnar Solskjaer took the helm
The Old Trafford club sent scouts to see the 14-year-old midfielder from Tromso in October after he had trials with them plus Liverpool and Everton.
Hansen-Aaroen is a United fan and is also understood to be represented by Ole Gunnar Solskjaer’s agent Jim Solbakken.
Fresh discussions have taken place this week over a prospective pre-contract arrangement with United unable to sign him to a contract until he turns 16.
Meanwhile, Newport County have made an offer to take United defender Regan Poole, 20, on loan.
